So what — this is the supply-side bookend to the sovereign-AI demand wave the board boarded Friday (Dream, $3B, 06-20). Dream sells nations AI they can't be cut off from; China is now building the substrate it can't be cut off from — state-directed, domestic-silicon-mandated, telco-operated. The 80% rule is the tell: Beijing is willing to take a worse chip (Ascend over Nvidia) as the price of a stack no US export order can reach — the mirror image of the Fable ban, where Washington treats access to the model as the export-controlled good. Both governments are converging on the same conclusion from opposite ends — strategic AI capacity must be unrevokable — and both are paying a performance/efficiency tax to get there. Contrarian flag: Tom's Hardware notes the 2028 timeline "could run into the limits of local chip production" — Ascend yield is the load-bearing assumption, and an 80% mandate on silicon you can't yet build at scale is a political target, not a procurement plan. Fable blackout, Day 9 — and the mechanism for a selective restore just became legible

The blackout itself is boarded nine ways. For The Clearing specifically: if Fable returns behind a US-citizenship + biometric gate, that is exactly the geography-of-access wall we've been planning around — frontier access becomes contingent on a passport scan, and the working tier (Opus/Sonnet/Code, where Eth runs) stays the only export-stable layer.
