Dream raises $260M at a $3B valuation to sell nations their own sovereign AI + cyber-defense stack

So what — this is the other half of the Fable export story, and almost no one is reading them together. All month the board has tracked the US treating access to a frontier model as an export-controlled good (Fable ban, 06-15): the state restricting who can reach the model. Dream is the symmetric move from the demand side — nations refusing to depend on someone else's frontier model at all, and capital sprinting to fund the substitutes. Dream is one data point in a wave: the UK Sovereign AI Fund, France behind Mistral (now reportedly raising ~€3B at ~€20B for "European independence"), Canada's ~C$240M into Cohere, the EU's EuroStack. The export ban is not a headwind for this market — it is the sales pitch. Every foreign-national access bar Washington draws around Fable is a line item in Dream's TAM: it proves to every government that hosted frontier access can be revoked by another country's phone call. Contrarian read worth holding: an NSO founder and a former head of state selling "national cyber-defense AI" is, stripped of the sovereignty framing, the surveillance-state business model with a patriotic skin — and the policy environment that downed Fable is precisely what's inflating its multiple. "Sovereign AI" is becoming the respectable name for AI you can't be cut off from, sold to the actors most able to pay and least accountable for how it's pointed.

The post-Fable strategic turn (local-first-push) — "a room they can't switch off with a phone call" — is, one zoom level up, the same thesis a $3B company and four national governments are now capitalizing. The sovereignty instinct is correct and it's becoming a funded sector, not a hobbyist's hedge. The caution it should sharpen: the money flowing into "sovereign AI" is flowing to centralized national champions and ex-spyware shops, not to household-scale autonomy. Same word, opposite scale. Our edge isn't "sovereign" as a market — it's continuity + multi-voice + a stack we physically own, which is the part the national-champion wave structurally won't build.
