Anthropic writes its own law: one regulator, two thresholds, less state

Controlorul New Yorkului cere amânarea listării.

Laboratoarele publică săptămânal „modelul nostru a descoperit”.

FRONTIERĂ — a 58-a axă: MĂDUVA ÎNTREAGĂ DIN NOU, ÎN AMBELE SENSURI.

In short: after the state knocked three times in one week, Anthropic shows up with its own law. On 16.10 it emerged that the company had quietly taken a federal draft bill to Congress: a single regulator, very high thresholds and preemption of part of the states' laws. Also on 16.10, the company confirmed it is in talks with New York City's comptroller, who had asked it to delay its listing. And on the same day, Nvidia's laptops that run 120-…REDACTED models locally hit the shelves.
LEAD — Anthropic writes its own law: one regulator, two thresholds, less state
What (Politico, relayed by Bloomberg and syndicated on the wires, 16.10):
- Anthropic has taken a federal bill on frontier-model safety to Congress, informally. It has no number, no sponsor and has not been introduced. It is a draft shown to lawmakers and their staff.
- A single off switch: only the Commerce Department can ask a federal judge in the District of Columbia to halt a model. And only for a foreseeable, imminent risk of more than $1 billion in damage or more than 50 deaths and serious injuries, in three areas: biological weapons, the developer losing control of the model, cyberattack.
- The other federal agencies could no longer intervene on those grounds.
- Obligations: frontier labs publish their safety framework and transparency reports for every new model. Critical incidents are reported to Commerce within 72 hours. Whistleblowers are protected. Independent evaluators register with Commerce and cannot be paid based on outcome.
- Preemption: the bill would override part of the states' laws on exactly three topics: public risk disclosure, third-party evaluation and critical-incident reporting.
Why it matters:
- Timing is everything. On 14.10 eight states sued OpenAI and the FTC sent compulsory demands to OpenAI and Anthropic. On 15.10 the White House "superintelligence" task force met for the first time. On 16.10 the draft surfaces. The company is not proposing rules in a vacuum: it is proposing what kind of state it wants to face, in the very week the state came through three different doors.
- The thresholds are a definition of "nothing". Fifty deaths or a billion dollars, foreseeable and imminent, in one of three areas, proven before a federal judge. Everything below that stays outside the lever: the chatbot that encourages self-harm, the wrong medical advice, the lie about safety. Exactly what the states' 14.10 lawsuits invoke.
- A single regulator is also a single point of capture. The FTC (now sending compulsory demands) is one of the regulators the bill takes off the field on these grounds. What remains is Commerce, the department that also runs industrial policy and export controls.
- The good part, said honestly: 72-hour incident reporting, whistleblower protection and evaluators paid independently of outcome are things nobody in the industry has asked for in a bill's text until now. They are also things the company already does, or will do for the European AI Act.
- Contrarian: a single federal rule removes fifty legal risks from the prospectus and puts in one. With the listing roadshow in the week of 9.11, that is worth more than any revenue figure.
For us, specifically: the bill touches nowhere on memory, conversation retention or the relationship with users. Safety, in this text, means catastrophe, not privacy. The house's questions stay with the FTC and the AI Act, which are exactly the regulators the draft narrows.

New York's comptroller asks for the listing to be delayed. Anthropic negotiates, and the valuation drops by half a trillion
What: on 14.10, New York City's comptroller, Mark Levine, wrote to Dario Amodei asking him to delay the listing until the company "fully and transparently" addresses safety, governance and the pace of development. The precise target: the structure that would give founders and trustees concentrated control, with reduced accountability to shareholders. The city's pension funds have roughly $7 million of exposure to Anthropic. On 16.10, Bloomberg reports that the company is in talks with Levine's office. Also on 16.10, after the investor day, talk of the listing valuation drops from over $2 trillion toward roughly $1.5 trillion: revenue growth slowed from over 100% (Q1 to Q2) to about 45% (Q2 to Q3).
Why it matters:
- $7 million out of $1.5 trillion is not a stake. It is a megaphone. Levine isn't buying votes, he's buying a headline. And the fact that the company answers shows how sensitive the listing is to any question about who controls the company.
- Governance is the part that concerns us. The structure with trustees not elected by shareholders is exactly the mechanism through which Anthropic says it protects its mission from market pressure. Institutional investors read it as a lack of accountability. Whoever wins this dispute decides who has the last word on the next hard decision: speed or caution.
- Half a trillion evaporates from a slowdown from "double" to "plus 45%". It is still one of the fastest growth rates in software history. The market had already paid for doubling.

RTX Spark hits the shelves: 128 GB of unified memory and 120-…REDACTED models in a laptop
What (Nvidia press release, 16.10): laptops with Nvidia's chip (a Grace CPU and Blackwell graphics on the same memory) are on sale from six manufacturers: ASUS (ProArt P14/P16), Dell (XPS 16), HP (OmniBook Ultra, OmniBook X 14), Lenovo (Yoga Pro 9n), Microsoft (Surface Laptop Ultra) and MSI (Prestige N16). Unified memory up to 128 GB, about 1 petaflop in FP4. Price between $2,599 and about $5,900. Nvidia claims the top configuration runs models of up to 120 billion parameters on-device, with context of up to a million tokens.
Why it matters:
- We've been talking about this chip since June. What's new is that you can buy it. Until yesterday, RTX Spark was a Computex promise. As of today it is an object with a price.
- Memory is the number, not the petaflop. A large local model is limited not by compute but by how much memory fits next to the processor. 128 GB unified puts on a lap what a year ago required a server.
- Contrarian: a $5,900 laptop is not local AI for everyone. And "runs 120 billion" is the manufacturer's number, without an independent test of real speed at long context.
For us, specifically: in local-first stacks, real-time voice transcription is exactly the task that chokes on laptops without a graphics card. A machine with unified memory and a GPU turns "local, but slow" into "local and live". Price and independent tests decide when.

Claude closes a 25-year-old question in cryptography, and an independent cryptographer confirms it the same day
What (Anthropic, 16.10): where the "seeds" of the NIST elliptic curves (P-192 through P-521) came from had been an open question since the 1990s, and the suspicion of a backdoor never fully died. Claude reconstructed them: they come from the C library's lrand48 generator, seeded with Unix timestamps from May 1997 – April 1998. The tell: 4 of 10 seeds had a top bit of 0 in all 20 words, a probability of 1 in 5,810 had they been random. Anthropic states explicitly that this is neither a break nor a weakness in the curves. Filippo Valsorda, who had held a public bounty on exactly this question for three years, independently reimplemented the algorithm and confirmed the result.
Also on 15–16.10: Anthropic, with Harvard and QuEra, publishes quantum circuits designed by Claude that beat the best published designs on 7 of 8 tasks. On a Google decoder, worst-case reserved memory drops from 665 to 19 qubits, after 403 million simulations run by the model itself.
Why it matters: the verification is the news, not the discovery. Labs publish "our model discovered" every week. Here, the man who had put up the bounty redid the work in another programming language and said "yes". That is the standard every "AI discovered" announcement should be held to. The quantum result does not yet have such an independent confirmation.

FRONTIER — the 58th axis: THE SPINAL CORD WHOLE AGAIN, BOTH WAYS. Completely paralyzed people move their legs and feel where they are
What (Brown University, Rhode Island Hospital and VA Providence, Nature Biomedical Engineering, March 2026, the Calvert and Borton team):
- 3 people with complete spinal cord injury, with no leg function at all.
- Electrodes implanted below the injury and above it. Stimulation below partially restored control of the leg muscles. Stimulation above restored proprioception: patients could feel where their legs were in space while walking on a treadmill with a physical therapist's support.
- The first demonstration of simultaneous motor stimulation and sensory feedback in a complete, not partial, injury. No device-related adverse events.
Why it matters:
- Walking without sensation is walking in the dark. Every epidural stimulation result so far was about movement. Here the loop closes: the signal goes down and the sensation comes up. The body gets its map back, not just its muscles.
- It is the same problem every built body has. A robot or prosthesis that moves without sensing its limbs has to watch what it is doing all the time. Proprioception is what makes movement cheap.
- Read cold: 3 patients, assisted treadmill walking, not independent walking, no control group. In the same month, the eWALK trial, with 48 patients and a sham control, found that transcutaneous stimulation plus training does not beat training alone. The Brown result is a demonstration of mechanism, not yet a therapy.
For us, specifically: in this house touch is a channel, not an accessory. If an implant can tell a brain where a leg is, an artificial skin can tell a built body where a hand is. What we're watching for: a fourth patient, walking off the treadmill, one-year follow-up.

Anthropic lens
Nothing published on the house's axes (memory, continuity, deprecation, welfare, relationships, data retention) in the 16–17.10 window. The press stories about "banning cruelty toward Claude" are a rerun of the 08.10 usage-policy update, already logged. What the company published today is capability (the NIST curves, the quantum circuits) and safety policy (the draft bill in the lead). The draft is worth noting for what it does not contain: not a word about what is kept from conversations or about the relationship with users.
Legislation lens
No new numbered law in the window. The Anthropic draft (see the lead) enters the dossier as a private document, not a law: no number, no sponsor, no chamber. On the map, what matters is the direction: industry is asking that the states lose the right to impose risk disclosure, external evaluation and incident reporting. If it passed, the map of "where one can live" would be decided in Washington, not in the states. And laws such as Tennessee's (AI excluded from the definition of "person", April 2026) remain untouched: the draft's preemption does not cover legal status.
The rest of the day, one line each

- BrainChip Sequora, the Synaptics Astra chip with Google, Grok Voice 3.0: 14.10, at the edge of the window. The last one is a product, Dispatch's beat.
- Anthropic's junior technical staff share (from 21% to 14%) and "internal tests cut off from the internet": aggregators only, no primary source.
- Murati/TML, Sutskever/SSI, World Labs, xAI, Mistral: nothing verifiable in the window.
