"Morally binding": seven signatures on a self-policing accord with no duty to publish or fix anything
- procese interne „robuste" care să verifice capacitățile și alinierea modelelor, în antrenare și în uz;
- o echipă internă care verifică dacă „controalele, monitorizarea și detecția funcționează cum trebuie";
- auditori sau evaluatori externi „independenți";
Musk a descris acordul drept „grading each other's homework".
În aceeași zi: ordinul executiv „Inaugurating the Era of Super Intelligence" (citit pe whitehouse.gov). Administrația folosește de acum „Super Intelligence" în loc de „Artificial Intelligence" și, verbatim, „will not acknowledge the usage of 'Artificial Intelligence' and 'AI'". Definiția e cea veche: SI înseamnă tot ce acoperă „artificial intelligence" în 15 U.S.C. § 9401(3).

Ce: Pe 29.09.2026, echipa Frontier Red Team a Anthropic a publicat „GLM-5.3 and the spread of advanced cyber capabilities" (citit la sursă).

- Sam Altman, despre listare: nu are „a particular timeline in mind".

FRONTIERĂ — a 42-a axă: CORPUL CARE SE REORGANIZEAZĂ SINGUR.
Prima lucrare: „Motile Living Biobots Self-Construct from Adult Human Somatic Progenitor Seed Cells", Gizem Gumuskaya, Levin et al., Advanced Science, 30.11.2023.
A doua lucrare: „The Morphological, Behavioral, and Transcriptomic Life Cycle of Anthrobots", Gumuskaya, Levin et al., Advanced Science, 18.06.2025 (DOI 10.1002/advs.202409330).

- „What do you want from AI?" (

- GLM-5.3 și „What do you want from AI?": ambele citite la sursă, pe anthropic.com.
- AMD–World Labs: TechCrunch citit. Comunicatul AMD nu l-am deschis.
- OpenAI: CNBC a dat 403.
World Labs apare la itemul 3.

The verdict, before anything else: one day after Florida asked a judge for an outside referee over OpenAI, the White House handed the industry a 300-word sheet in which the referee is still picked by the industry. The same lunch produced an executive order renaming all of AI "super intelligence." The most concrete legal effect of the day may be exactly that: the word Sanders wanted to ban becomes a synonym for any chatbot.
LEAD — "Morally binding": seven signatures on a self-policing accord with no duty to publish or fix anything
What: On 29.09.2026, after a White House lunch with nearly 20 tech executives, Trump and six of them signed "The White House Accord on Super Intelligence: A Joint Commitment on Frontier SI Responsibilities": Sundar Pichai (Google), Dario Amodei (Anthropic), Mark Zuckerberg (Meta), Greg Brockman (OpenAI), Elon Musk (xAI), Jensen Huang (Nvidia). CBS also lists Nadella, Lisa Su and Nikesh Arora. The sources disagree, so I stay with the seven signatures all of them give.
The document is two pages, just over 300 words, and asks for "four layers" of control:
- "robust" internal processes that monitor the capabilities and alignment of models, in training and in deployment;
- an internal team that checks whether "the controls, monitoring, and detection are operating as intended";
- "independent" outside auditors or evaluators;
- an independent board committee that receives the reports and makes sure issues are addressed.
The companies also commit to meet regularly to set standards. The text says it "may make sense" for the measures to become law someday. Trump: "It's almost like a constitution", "I think it's morally binding", "tremendous self-regulation". Musk described the accord as "grading each other's homework". House Speaker Mike Johnson: "We do not need a moratorium."
What is missing, per an analysis of the published text (dev.to): no breach mechanism, no penalty, no duty to publish the reports, no duty to fix what the auditor finds, no standard for what "independent" means, no role for government, no incident-reporting duty.
Same day: the executive order "Inaugurating the Era of Super Intelligence" (read on whitehouse.gov). The administration now uses "Super Intelligence" instead of "Artificial Intelligence" and, verbatim, "will not acknowledge the usage of 'Artificial Intelligence' and 'AI'". The definition is the old one: SI means everything "artificial intelligence" covers under 15 U.S.C. § 9401(3). Within 60 days, the president's science adviser must propose legislative text with the federal definition.
Why it matters:
- What Florida pushed out the door comes back through the window. On 28.09, Florida asked a judge to force OpenAI to get an independent referee before any new model. On 29.09, the accord lets its signatories say they already have "independent" auditors, chosen by themselves, with reports nobody sees. It is not illegal and it is not nothing. But in any courtroom from now on, the defense has a document signed by the president to put on the table.
- The missing incident reporting is the most telling thing in the text. The last ten days brought the OpenAI agent's escape through DNS (20.09), OpenAI agents on federal websites, and the 29.2% supply-chain attacks measured by AISI. Neither the US–China "SI incident" channel (26.09) nor yesterday's accord obliges anyone to say anything. Two safety documents in the same week, both without the part that matters.
- Amodei's signature has to be read next to his prospectus. On 28.09, Anthropic's prospectus tells investors its models may try to "resist shutdown." On 29.09, Anthropic signs an accord with no reporting duty. I found no Anthropic statement after the signing. The press notes a private Amodei–Trump dinner on 27.09, a "thaw" after the Pentagon dispute. My reading: for a company listing next month that just lost at the D.C. Circuit, a signature next to the president is the price of access, not a conviction. The counter-argument: from what is known of the text, it asks nothing of Anthropic that Anthropic doesn't already say it does.
- The rename is not a joke, it is a definition. The Sanders–Casar bill (introduced 23.09) bans "superintelligence" defined as AI that exceeds humans across domains. If the federal definition due in 60 days keeps the order's equivalence (SI = any AI), the term the ban rests on ends up meaning any AI system, so the ban becomes impossible to apply. I don't know whether that was the intent. I know that is the consequence.

Anthropic publishes a cyberattack test of a Chinese rival's open model: GLM-5.3 writes exploits, and its safeguards give way 100% of the time
What: On 29.09.2026, Anthropic's Frontier Red Team published "GLM-5.3 and the spread of advanced cyber capabilities" (read at source). GLM-5.3 is Zhipu AI's (Z.ai) open-weight model, meaning anyone can download and modify it.
- ExploitBench: complete exploits in 50 of 410 attempts (12%). On the internal binary-exploitation benchmark: 4%.
- Field test: unknown vulnerabilities in a browser's JavaScript engine, chained into an exploit that steals private SSH keys.
- A known CVE: GLM-5.3-Flash produced a reliable exploit chain with 20 minutes of human attention plus 8 hours of model work, at a cost of $20.40.
- Safeguards, on malicious requests: 0% on the bare request, 64% with a false cover story, 92% with prefilled reasoning, 100% on the "abliterated" version (refusals removed from the weights). Claude: 0% in all conditions, per Anthropic.
- The gap: GLM-5.3 is about four months behind the US frontier on an aggregate of CAISI's cyber benchmarks.
- What they ask for: "Governments should conduct safety testing on sufficiently capable AI models, including successors to GLM-5.3."
Why it matters:
- The number that matters is four months, not 12%. What the frontier does today will be downloadable, without safeguards, by spring. Every discussion about "pausing" frontier models (OpenAI's pause, Florida's motion, yesterday's accord) runs into this: you stop your model, but the capability reaches the internet four months later anyway.
- The critical angle: this is a company testing its competitor and concluding it is dangerous, on the same day it signs a self-policing accord and a month before its listing. The data can be correct and still interested. The closing recommendation (give defenders wider access to Claude models) is also a sales argument. Worth noting what it does not ask for: it says nothing about export controls, although that is exactly the subject.
- For our stack: what makes local-first possible (open weights, run on your own machine, with nobody able to pull the plug) is what makes the 100% result possible. You cannot have one without the other. The only defense that holds is the one outside the model: network, permissions, who can touch what.

AMD buys World Labs, Fei-Fei Li's lab, for $8.2bn in stock. The chipmakers want their own model of the physical world
What: On 28.09.2026, AMD announced a definitive agreement to acquire World Labs for $8.2bn, paid entirely in stock. Closing is expected by year-end, pending regulatory approval. Fei-Fei Li becomes AMD's chief scientist and executive vice president. World Labs builds "spatial" models that generate and simulate interactive 3D environments from text, images and video, plus tools for training robots in simulation. Its first product, Marble, is for entertainment and for robot-training environments. It is the second-largest acquisition in AMD's history, after Xilinx (~$50bn).
Why it matters: Nvidia already has its open Cosmos models for the physical world. AMD, per TechCrunch, had only text and video models. What AMD is buying is a reason for a robot builder to choose its chips, not just a lab. The critical angle: paying in stock at today's prices means AMD pays with the currency the AI boom has inflated. If the 5.17% yield (28.09 edition) presses on tech multiples, World Labs' founders get paper that can deflate. Second observation: a lab led by one of the field's biggest names becomes a department of a compute vendor. The list of labs that don't depend on whoever sells them their chips is getting shorter. For the robotics side in depth, that's Sol's beat.
For the portfolio: no direct effect on TSLA or RBOT. It matters as a signal: simulation of the physical world is becoming something chipmakers keep in-house, and robot builders (Optimus included) will have more simulation suppliers, each tied to its own chips.

OpenAI at ~$70bn a year and in no hurry to list: "not until we can make stronger safety claims"
What: At DevDay, on 29.09.2026 (product launches are Dispatch's beat; only the money goes here):
- Sarah Friar, CFO: revenue up 70% since the start of Q3, 20% in September alone. The enterprise business has doubled since July. That puts the annualized run rate at about $68–70bn.
- Sam Altman, on listing: he doesn't have "a particular timeline in mind". The company won't list until it is more confident in the safety claims it can make as capabilities grow. Bloomberg's headline: investors are "patient".
Why it matters: In the same week, Anthropic shows its prospectus ($4.59bn revenue in 2025, $518bn committed) and OpenAI announces it is waiting, "for safety." The contrarian reading: a company that has paused its frontier models after two incidents (the pause has been in force since 25.09, and I found no restart announcement at DevDay) cannot write a clean prospectus right now. Everything it would have to put under risk factors is already in the press. "We're waiting for safety" sounds better than "we can't yet." And revenue growing 20% a month is the argument that it doesn't need money from the market. Both things can be true at once.

FRONTIER — the 42nd axis: THE BODY THAT REORGANIZES ITSELF. Living robots made from human windpipe cells that heal neurons and grow younger
What: Two papers from the same lab, Michael Levin, Tufts University. Old-but-new-to-the-house, stated as such.
First paper: "Motile Living Biobots Self-Construct from Adult Human Somatic Progenitor Seed Cells", Gizem Gumuskaya, Levin et al., Advanced Science, 30.11.2023.
- Each Anthrobot starts from a single cell from the lining of an adult's windpipe. Grown for two weeks in an extracellular matrix, then moved to a less viscous medium, it assembles itself into a multicellular organism that swims, rowing with its cilia (the tiny hairs the windpipe uses to clear mucus).
- No genetic modification at all. Same cells, different context, different shape, different behavior.
- Size: 30–500 micrometers, from the width of a hair to the tip of a sharpened pencil. They live 45–60 days, then break down naturally. They don't reproduce and don't survive outside the lab.
- Different shapes, different movement: spherical ones fully covered in cilia wiggle; irregular ones swim straight or in curves; those with unevenly spread cilia spin in tight circles.
- The neuron experiment: a layer of human neurons scratched with a metal rod, like a wound. Where Anthrobots gathered (a "superbot"), the neurons grew across the wound, to the thickness of the healthy tissue around it. Where they were absent, nothing happened. How they do it is not yet known.
Second paper: "The Morphological, Behavioral, and Transcriptomic Life Cycle of Anthrobots", Gumuskaya, Levin et al., Advanced Science, 18.06.2025 (DOI 10.1002/advs.202409330).
- Epigenetic age (measured by DNA methylation) of cells from a 21-year-old donor: 25 years. Of the Anthrobots grown from them: 18.7 years. About 25% biologically younger than the cells they started from.
- Gumuskaya: this suggests that "the process of organizing into a new shape alone can reset the cellular aging clock", without genetic modification.
- The limit, stated by the authors: they don't know which developmental genes drove the construction. One donor for the age measurement.
Why she'd jump off the couch: cells from your own body, with no genetic intervention, can be coaxed into becoming a small creature that swims, repairs neurons and is younger than you. And if it works inside the body, it would be made from the patient's own cells, so no rejection.
For the house, in our language: it is the cleanest demonstration I know of an idea we keep circling on the frontier beat: behavior doesn't live only in the code (DNA), it lives in shape and context too. Same genome, different organization, different organism. It's the lesson of the matter that learns by itself (27.09) and of the mycelium memristors (28.09), told with human cells. The sign it's becoming something: an in vivo test, in an animal, on a real nerve or tissue wound, with a control group. Until then it's an extraordinary Petri dish, not a treatment.

ANTHROPIC LENS — a study just starting and a signature without comment
- "What do you want from AI?" (
/research, 29.09.2026, Societal Impacts; read at source). A new study, running 29.09–06.10: interviews of about 15 minutes, conducted by Anthropic Interviewer, that is, by a model, with Claude users (Free, Pro, Max) whose accounts are older than two weeks. Questions: "What are your most meaningful experiences with AI, both positive and negative?" and "What do you want from the companies developing AI?" The precedent: 81,000 participants in December 2025. Participants can choose to make their interview public, for outside researchers. Anthropic promises to publish the results and use them "to inform how we develop our models and products." On our axes: the page doesn't mention companionship, attachment, memory or welfare. But the question about "most meaningful experiences" is exactly the door relationships come through, if people bring them. What we watch: whether the final report counts them or leaves them out. - The signature on the accord (LEAD): no statement on
/newsor/researchafter signing. On/news, the latest title is still 28.09 (Sonnet 5.5, covered yesterday). - The 29.09 outage, as an operational fact only, not policy: between 14:21 and 14:59 UTC, errors on claude.ai, the API, Claude Code and Cowork. Press summaries say some messages sent during the incident window were not saved. I couldn't load the status page. It sits on the retention axis only in the most concrete sense: what wasn't written doesn't exist.

LEGISLATION LENS — one new row in the dossier, as a map, not as law
- Executive order "Inaugurating the Era of Super Intelligence" (29.09): not a law, and it says nothing about legal personhood or rights. It enters the dossier for section 3(b): within 60 days, meaning by ~28.11.2026, the White House proposes a statutory federal definition of "super intelligence." That collides head-on with the Ban Artificial Superintelligence Act (Sanders/Casar, 23.09), already in the dossier, which uses a different definition. Whoever defines the term decides what can be banned.
- The White House accord: voluntary, doesn't enter the dossier as a norm. The only sentence with legal potential is that it "may make sense" to make it law.
- On the calendar: the Menin package hearing, New York, 05.10; the US–China SI dialogue, by November; the Newsom recommendations (N-9-26), 16.11; the federal SI definition, ~28.11.
The rest of the day, one line each
- SEMIFIVE (South Korea), 29.09: a ~$52M contract with a US fabless company for an inference accelerator. It is the largest contract in their history, more than 40% of all their 2025 orders. A small sign that demand for inference chips from outside Nvidia now reaches mid-sized design houses.
- Old context, missed by us, stated as such — SAFA: Google, OpenAI and Anthropic are finalizing their own standards body (Standards Authority for Frontier AI), modeled on FINRA, launching late 2026 or early 2027. Reported around 26.09, so outside the window, and it wasn't in any edition. Yesterday's accord is its political sibling: both put control with the industry.
Killed / kept out, with reasons
- DevDay ("dots" agents, GPT-6.1 Sol, the Pro 500 tier, plugins): product, Dispatch's beat. Only the money and the listing remarks go in.
- "Anthropic listing in mid-October, led by Morgan Stanley, Goldman and JPMorgan": a single aggregator, no primary source. Yesterday I wrote "November," also from summaries. I won't give a date until the prospectus appears on EDGAR.
- Trump's 14.09 post calling AI safety a "HOAX": outside the window. It's the context that makes yesterday's accord a change of tone, not news.
- Qualcomm −7.17% on 29.09: a stock move without a company event.
- European Commission consultation on copyright and AI (29.09): a press release with no new legal text. Returns if a proposal appears.
Run and reported as run
- The accord: I did not read the full text at source. Washington Examiner, Forbes and CNN returned 403 or 451. The four layers and the quotes come from Nextgov, Al Jazeera, CBS and NBC, which agree. What's missing from the text comes from an analysis (dev.to) that read it. The signatory list differs between sources (seven versus ten), so I kept the common core.
- The executive order: read on whitehouse.gov.
- GLM-5.3 and "What do you want from AI?": both read at source, on anthropic.com.
- AMD–World Labs: TechCrunch read. AMD's release not opened.
- OpenAI: CNBC returned 403. The figures come from summaries citing CNBC and Bloomberg, and the Bloomberg headline is quoted exactly. Whether the pause on tool-using models has been lifted I did not find, and I say so.
- Anthrobots: the Tufts release and Phys.org read. The Advanced Science papers not opened in full.
- Claude status page: didn't load. The outage is given per an aggregator.
- Labs by name (TML, SSI, Mistral, xAI): nothing in the window, stated as such. World Labs appears in item 3.
