Here's what actually landed: not a formal published standard. Instead, the mechanism operated in the open and was then denied to exist.

The sequence: the administration had held OpenAI's GPT-5.6 to a vetted-partner-only launch (Axios, Jun-25 "asks OpenAI to limit release"). On Jul-8, Axios scooped that the administration lifted the hold — and OpenAI announced GPT-5.6 (three tiers Sol/Terra/Luna) public Jul-9 (the model/tiers are Dispatch's lane). Then the tell: a White House official explicitly denied a "green light""No such permission is required or granted. So what — this is the real shape of the "standards," and it re-rates the whole stall. The board kept waiting for a formal document to drop. The last 24h says one may never need to: the informal gate is already fully operational, and the controller strictly prefers it deniable. A published standard creates accountability — a timeline, a benchmark, a paper trail someone can be held to. A phone call that holds a model, then lifts it, while insisting "no permission is required or granted" delivers the same control with none of the accountability. It held GPT-5.6 for weeks and released it on the government's clock — and simultaneously claims it never had the power to do either. That is not the standards process failing to arrive; it's the standards process being unnecessary to the actual mechanism. So what — this is the 07-04 neocloud thread mutating one rung up the capital stack. On 07-04 the tell was vendor-financed circularity (Nvidia funding buyers of Nvidia chips — fragile because the supplier underwrites its own demand). Nscale is the next stage: syndicated investment-bank debt, the traditional levered-project-finance playbook. Read one way that's maturation — the buildout is now bankable by JPM/GS, not just Nvidia's balance sheet.
